These two processes have different requirements and must not be confused. Migration is typically more complex because it involves two separate accounts, while profile updates are generally handled within a single interface.

General Requirements That Must Be Met

The account being modified must be in active status and must not be frozen or temporarily suspended. All outstanding balances must be settled before beginning any change process.

Any information to be updated must be supported by official documentation. No data change can be made on the basis of intent alone without valid supporting evidence.

Specific Requirements for Name Changes

Changing the name in the developer profile requires documentation that supports the new name. For individuals, this may be an updated identity document. For organizations, an official business document showing the new name is required.

Google may request an explanation for why the name has changed, particularly if the change is significant. This process helps Google confirm that the change is not being made to avoid a track record or to circumvent policies.

Requirements for App Transfers

Transferring apps between accounts requires consent from both parties—the source account and the destination account. There is no unilateral mechanism that allows a transfer without authorization from both.

Apps being transferred must comply with Play Store policies at the destination account. If there are outstanding policy violations on an app, those issues must be resolved before the transfer can proceed.

Documentation to Prepare

Gather and organize all documents before starting the process. Incomplete or illegible documents can lead to rejection or a time-consuming resubmission request.
