Illegible or Poor-Quality Documents

One of the most frequent causes is a document that is too blurry, cropped, or obscured by shadows. Google requires documents that can be read clearly by both automated systems and human reviewers.

The simplest fix is to retake the photo or rescan the document under good lighting conditions. Avoid direct flash, which can reflect off laminated document surfaces and obscure information.

Information Mismatches

A name, address, or date of birth that differs between the document and the account profile is a very common cause of rejection. Even small differences such as abbreviating a street name can trigger a rejection.

Audit all information in the account profile before submitting verification. If there is a difference between the name on an official ID and the name commonly used, ensure the legal name used in the profile is consistent with official documents.

  • Compare the name on the document with the name in the account profile character by character
  • Review the address format including abbreviations and layout
  • Confirm the date of birth or business incorporation date is correct
  • Ensure the profile phone number is still active and reachable
  • Verify that the document has not expired

Wrong Type of Document Submitted

Google requires specific types of documents for each type of verification. Submitting a document that is not relevant—even if it is an official document—will not advance the verification process.

Read the verification request carefully before preparing documents. If there is any question about which document is appropriate, consult the guidance on the official Google Play Console support pages.

Technical Issues During Upload

An unsupported file format, a file size that exceeds the maximum limit, or a connection that drops mid-upload can all cause a document to not be received correctly.

Before uploading, check the accepted format and file size specifications. Compress images if necessary, but ensure quality is not degraded to the point that the document becomes difficult to read.

Identity Not Recognized as the Account Owner

If the identity document submitted does not match the identity associated with the Google account, the verification will be rejected. This is particularly important for accounts created with information that differs from current circumstances.

The actual account owner must be the one to submit verification. Using another person's identity to verify an account is not permitted—even with informal consent. Documents must be genuine and belong to the legitimate account owner.
